Data Transition Specialist Required At The NSFAS. The National Student Financial Aid Scheme (NSFAS) is seeking a Data Migration Specialist to join our team. The successful candidate will be responsible for planning, executing, and managing the process of transferring data between storage types, formats, or computer systems. This critical role supports system upgrades, consolidation, and transitions to new systems, ensuring data integrity, minimizing data loss, and reducing downtime.


Data Migration/Data Planning

  • Develop comprehensive data migration plans, including timelines, resources, and tools required for successful data migration.
  • Analyze the structure, dependencies, and quality of the data to be migrated.
  • Prepare the data for migration by cleaning, de-duplicating, and ensuring compatibility with the new systems in collaboration with stakeholders.
  • Design and implement effective migration processes using ETL (Extract, Transform, Load) tools or custom scripts.
  • Execute the migration according to the approved plan while ensuring data integrity and accuracy.
  • Conduct thorough testing of the migrated data to ensure it is accurately transferred and fully functional in the new environment.
  • Validate the completeness and accuracy of the migration with identified stakeholders.
  • Continuously monitor and optimize data migration processes to improve efficiency, reliability, and performance, ensuring timely and accurate delivery of data to end-users.
  • Contribute to the development of strategies to improve data migration, analysis, and reporting processes across departments/stakeholders.

Reporting And Documentation

  • Provide clear and concise reports to stakeholders, highlighting key findings and recommendations.
  • Maintain detailed documentation of the migration process, including data mappings, transformation rules, and any issues encountered.
  • Report on the progress and outcomes of migration projects to stakeholders.
  • Document migration processes, configurations, and workflows, and generate reports to track performance metrics, KPIs, and compliance with SLAs.
  • Compile project reports to ensure all stakeholders are aware of the timeframes for data migration projects.

Participation In Organizational AI Efforts

  • Plan and implement projects to address identified needs as per the ICT strategy.
  • Compile project reports upon completion to evaluate return on investment.

Collaboration And Communication

  • Collaborate with cross-functional teams to understand business requirements and ensure data migration solutions align with organizational goals.
  • Communicate and collaborate with data analysts, developers, and business stakeholders to understand data requirements and ensure alignment with business objectives.
  • Communicate findings and insights clearly to stakeholders at various levels.

Continuous Improvement

  • Stay abreast of industry trends and best practices in data migration processes and procedures.
  • Identify opportunities for process improvements and automation to enhance efficiency.

Risk And Compliance

  • Assess risks involved in the migration of data and establish contingency plans.
  • Ensure data accuracy and minimize downtime during critical system upgrade periods.
  • Identify and resolve issues during the migration process, including discrepancies, loss, or corruption.
  • Provide post-migration support, including data adjustment, user training, and addressing any data or system issues that emerge.
  • Ensure that data migration activities comply with data migration policies, privacy laws, and security standards.
  • Evaluate internal processes for efficiency, problems, and inaccuracies.
  • Align data migration projects with the correct handling, processing, and cleansing of data.
  • Support the implementation of identified key controls and established risk mitigation procedures.
  • Work closely with IT and other relevant teams to address data migration issues or challenges.

Desired Skills And Experience

Minimum Requirements

  • Bachelor degree in Computer Science, Information Technology, or similar.
  • 6-8 years’ experience in the ICT domain, with at least 4 years focused on data.
  • Knowledge of programming languages like SQL, Python, Java, or R for data manipulation and scripting ETL processes.
  • Solid understanding of data management principles, including data governance, data quality, data modeling, and data architecture.
  • Experience with data warehousing concepts and technologies, including dimensional modeling, star and snowflake schemas, and OLAP techniques.
  • Understanding of data security principles and compliance regulations (e.g., GDPR, HIPAA, CCPA).
  • Experience with project management methodologies and tools.

Preferred Requirements

  • Postgraduate qualification in the Information Technology environment.
  • Cloud computing certifications (AWS preferred).
  • Project management skills.
  • Knowledge of the higher education sector.
  • Knowledge of SSIS.
  • Knowledge of data management and integration.
  • In-depth knowledge of automation, database querying, and stored procedures.

Remuneration & Benefits

  • Remuneration Package: R 864 336 – R 1 018 155 (Total Cost to Company per annum, inclusive of all benefits and company contributions).

Acknowledging the gravity of the situation, the National Student Financial Aid Scheme (NSFAS) has assured that payments will be processed promptly, urging landlords to exercise patience during this period of financial reconciliation.

Addressing The Issue

Freeman Nomvalo, the Administrator of NSFAS, has taken decisive steps to resolve the payment delays affecting King Sabata Dalindyebo (KSD) TVET College. Reports surfaced regarding students being evicted due to NSFAS’s failure to disburse allowances on time, highlighting systemic challenges in financial aid distribution.

Understanding NSFAS

NSFAS plays a pivotal role in providing bursaries and loans to eligible students enrolled in approved courses at universities and TVET colleges across South Africa. These financial resources encompass tuition, registration fees, and crucial allowances for living expenses, learning materials, and accommodation.

Impact Of Accommodation Allowance

The accommodation allowance is vital for students, enabling them to reside closer to their educational institutions and facilitating a conducive learning environment. Delays in these allowances, exceeding six months in some cases, have resulted in severe consequences such as student evictions.

Immediate Action And Commitment

Responding swiftly to the outcry, Nomvalo engaged stakeholders at KSD TVET College to address the pressing issue of allowance payments. Following extensive consultations, NSFAS has committed to initiating payments for affected students at the Ngcobo campus starting June 25, 2024, thereby mitigating further hardships faced by students and landlords alike.

Call For Collaboration

Nomvalo appealed to landlords not to evict students over outstanding payments, assuring them of NSFAS ongoing efforts to clear all legitimate dues promptly. Landlords were encouraged to submit their claims through the designated email address, [email protected], to expedite the resolution process.

Future Initiatives

Looking ahead, NSFAS announced the launch of provincial accommodation roadshows commencing in July. These roadshows aim to streamline accommodation procedures and guidelines across institutions, ensuring smoother processes for the 2025 academic year. By enhancing communication and support mechanisms, NSFAS intends to improve the management of student allowances and accommodation logistics comprehensively.
